The [[SPD]] was the only force in Germany that represented the interests of workers and therefore acted as a “big tent” organization. The fact that it was constantly trying to maintain political alliances throughout the workers movement, as well as the development of its sprawling [[bureaucracy]] led to it adopting moderate policies.
