“Data” in this sense is taken to mean “digital informaiton.”
Data qua data is not neutral in a few ways:
- Data itself and understanding data is socially mediated.
- Data collection is biased and distorted. There is no fundamentally neutral way to collect data for the same reasons you cannot escape society.
- Data usually requires specialist interpretation
